Instructions:

1. Prepare the Meat Filling:
- Heat the olive oil in a large skillet over medium heat.
- Add the chopped onion, diced carrot, and diced celery stalk to the skillet. Cook for about 5 minutes, or until vegetables are softened.
- Stir in the tomato puree and cook for an additional 2 minutes.
- Add the lamb mince to the skillet. Cook until browned, breaking the meat apart with a spoon.
- Season with salt and pepper to taste.
- Sprinkle the flour over the meat mixture and stir well to combine. Cook for about 2 minutes to cook off the raw flour taste.
- Gradually stir in the beef broth and Worcestershire sauce. Add the bay leaf.
- Bring the mixture to a simmer and cook for about 20 minutes, stirring occasionally, until the mixture thickens. Remove from heat and discard the bay leaf.
2. Prepare the Potato Topping:
- While the meat filling is simmering, place the peeled and quartered potatoes in a large pot and cover with cold water.
- Bring the water to a boil, then reduce heat to medium and cook the potatoes until tender, about 15-20 minutes.
- Drain the potatoes and return them to the pot.
