Instructions:

1. Preheat Oven: Preheat your oven to 375°F (190°C).
2. Prepare Potatoes: In a large pot, cover the cubed potatoes with water, add a pinch of salt, and bring to a boil. Cook the potatoes until tender, about 15-20 minutes. Drain them well and return them to the pot.
3. Mash Potatoes: Once the potatoes are drained, add the milk, butter, and rosemary. Mash until smooth and well combined. Set aside.
4. Cook Vegetables and Lamb:
- Heat the olive oil in a large skillet over medium heat.
- Add the leeks and carrot, cooking until they soften, about 5 minutes.
- Stir in the minced garlic and cook for another minute until fragrant.
- Add the lamb mince to the skillet, breaking it up with a wooden spoon, and cook until browned and cooked through, about 10 minutes.

5. Thicken the Filling: Sprinkle the flour and spice mix over the lamb and vegetables, stirring to combine. Let it cook for 2 more minutes to get rid of the raw flour taste.
6. Add Liquids:
- Stir in the chicken gravy, tomato puree, and bay leaves.
- Reduce the heat and let it simmer for about 15 minutes, allowing the flavors to meld together and the sauce to thicken.
- Remove and discard the bay leaves.
7. Assemble the Pie:
- Roll out one sheet of puff pastry on a lightly floured surface and use it to line the bottom of a pie dish, allowing excess to hang over the edges.
- Pour the lamb mixture into the pastry-lined dish.
- Spoon dollops of the mashed potato mixture over the top of the filling.
- Roll out the remaining puff pastry sheets and place them over the top of the pie. Trim any excess and crimp the edges to seal. Cut a few small slits in the top to allow steam to escape.
